Speaking about foreign practice of interaction of law enforcement agencies and the population in the sphere of ensuring public order and safety, it should be noted the American experience, first of all. And it is not accidental. This direction of right protection in the USA is very developed that explains as traditionally developed attitude of Americans to participation in protection of an order, and good financing of appropriate programs from the government. Since eightieth years of the last century such forms of participation of citizens in work of police as community policing u problem-oriented policing began to develop in the USA actively. The essence of "public police" consists in involvement of citizens to activity, joint with police, as a result of which the importance, and also possibilities of civil society increases in questions of providing law and order and public safety. The specified form is characterized by the following directions of police activity: - prevention of actions; - work on forming at citizens of feeling of safety; growth of positive installations in the environment of the public and their maintenance at the high level; - improvement of various forms of police activity; - rapprochement of the population and police; - establishment of close contacts with other executive bodies and public associations. Similar to the "public police model is the "problem orientation model, its essence is to work in specification to identify problems and to determine their causes. The idea of model consists that initially it is necessary to establish the reasons of the arisen problem, and then already to try to liquidate the specified reasons. In this case in difference from public police, the community acts rather not as "partner" and "customer".
